PURPOSE:   To provide electrical engineering design services on Seaport and Airport projects.

ESSENTIAL FUNCTIONS:   Manage and supervise project design phase. Gather and synthesize design requirements. Perform engineering calculations using analysis and design software, spreadsheets, handbooks, building codes. Review and stamp bid documents for construction liability in accordance with State regulatory requirements for self and others under direct design supervision. Select products, materials, systems, and configurations based on the calculations and project design criteria. Facilitate the permitting process and respond to questions from City building officials during permitting process. Review and assist in calculations and designs of peer engineers. Sketch, layout, detail, and annotate engineering drawings by hand or using CAD software based on design calculations and decisions, industry standards, and experience. Review Design Technicians work for accuracy and provide feedback. Manage design documentation, including writing and editing construction specifications. Edit and revise contract documents in response to Port review processes. Prepare construction cost estimates. Assist in monitoring budget during all project phases. Perform quantity take-offs to roughly determine material requirements for construction and utilize Industry data to establish cost of materials and labor. Correspond with suppliers or contractors to establish current and future cost trends. Review Change Orders. Manage design budgets, A/E budgets and administration. Manage and supervise the construction phase by providing technical advice, reviewing and approving/rejecting contractor submittals, project comments and responding to contractor Requests for Information (RFI). Provide redesigns or additional details when field conditions differ. Visit construction sites to monitor progress, quality and compliance of construction projects and resolve field issues. Obtain feedback from Resident Engineer and Inspector of projects and document problem areas that may require clarification or redesign. Maintain personal certifications and licenses. Coordinate, schedule and review work of other participants on project design team on a regular basis. Assign tasks to other team members (Port of Seattle personnel and consultants). Coach and mentor design professionals. Provide engineering support and technical knowledge to other Port departments. Perform inspections of Port facilities, report findings and make recommendations. Lead, schedule and review the work of participants in design projects, including other engineers, design technicians, designers and outside consultants.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Extensive knowledge of analysis techniques and code requirements for electrical design of seaport and airport facilities. Understand the use of appropriate construction materials for different applications. Ability to coordinate electrical design with other engineering disciplines, clearly define design requirements and synthesize them into a design criteria document. Proven ability to produce and interpret engineering drawings in accordance with industry standards, including plans, details, and technical notes. Be able to stamp and sign engineering design documents prepared by self and others under supervision. Proven ability to write and edit engineering specifications. MINIMUM REQUIREMENTS:   Candidate must have at least 8 years of experience in electrical design engineering and knowledge of construction processes, methods and standards. Bachelor of Science Degree in Electrical Engineering, Washington State Professional Engineers License and Valid Washington State Drivers License.

PREFERRED QUALIFICATIONS:   At least 10 years of experience working with advanced electrical engineering design principals and construction processes, methods, and standards applicable to aviation and maritime-industry specific facility design. Work experience with managerial and supervisory responsibilities. Master of Science Degree in Electrical Engineering.

ENVIRONMENT:   Will generally work in an office environment, however will periodically perform job duties off-site e.g. visiting construction sites, inspecting Port facilities, or at other Port locations. PURPOSE:   To conduct research, analysis, and development of an After-Action Report (AAR) in relation to the Triennial Aircraft Collision Exercise (Tri-ACE) conducted on July 30, 2008.

ESSENTIAL FUNCTIONS:   Work with Airport Operations Training Manager, Emergency Manager, and related airport managers/liaisons to collect, review and compare evaluations and suggestions from Tri-ACE. Develop recommendations of best practices and revisions to the Comprehensive Emergency Management Plan and Incident Annex 1 pertaining to Aircraft Incidents and Accidents.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Qualified candidate will have the ability to understand and interpret technical materials, define emergency planning program objectives, strategies, and prepare related written materials. PURPOSE:   To provide all regulated materials components of construction management services that are essential to the completion of Small Works construction projects.

ESSENTIAL FUNCTIONS:   Facilitate and assist with construction Planning/Design, Bid/Award, Construction and Project Close-Out. Set up and maintain Project Notebook or file. ESSENTIAL FUNCTIONS:   Implements and improves environmental liability standard operating procedures and business processes. Ensures accounting and financial reporting remain in full compliance with Generally Accepted Accounting Principles (GAAP) with respect to environmental liabilities and cost recovery. Assists in the completion of claims for multiparty grants and insurance. Collaborates and provides leadership to employees and management in the Seaport, Real Estate and corporate divisions. Completes any ad-hoc reports and requests per grant providers. Completes annual insurance claims consistent with litigation requirements and approval of contracted work. Interfaces with Accounting and Procurement Services, Legal, Seaport Environmental Programs, Aviation Environmental Programs, Project Management groups. Assists in the development of Port accounting and financial reporting policies and procedures as they pertain to SEP. Assists in the development of internal controls over financial reporting compliance. Performs ad hoc special projects related to a wide range of technical accounting and financial reporting issues.

PURPOSE:   To perform a variety of maintenance, repair, and minor construction work, as well as respond to emergencies at Seattle-Tacoma International Airport.

ESSENTIAL FUNCTIONS:   Will perform a variety of maintenance, repair, and construction on airport pavements; including runways, taxiways, ramps, roads, and parking lots. Snow removal, landscaping, field mowing, furniture moving, maintenance of building and grounds; water system maintenance; mitigation area maintenance, and other duties as required.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Must have the ability to operate, or learn to operate, a variety of heavy equipment and trucks. These may include, but are not limited to: front-end loaders, dump trucks of various sizes, forklifts, snowplows, sanders, and roadside sweepers. Must be able to use numerous hand tools, including but not limited to; shovels, weed eaters, back pack blowers, pavement breakers, chipping guns, drills, hand trucks, traffic control devises, as well as other miscellaneous hand tools.

MINIMUM REQUIREMENTS:   A high school diploma or GED. Journey-level status as obtained by completion of an approved apprenticeship program or equivalent with maintenance or construction field experience. Must be able to work from written and verbal instruction and be able to communicate by radio with fellow workers, supervisors, and the air traffic control tower as required. Work from drawings, specifications and operating manuals. Must be able to follow all established safety requirements that are needed to perform work. Must be a strong team-oriented person. A valid Washington State drivers License with a Class A Commercial Driver's License's (CDL) endorsement or the ability to obtain the Class A CDL endorsement within six (6) months of employment is required. Must pass pre-employment drug test. See Comments.

PREFERRED QUALIFICATIONS:   A valid Class A Washington State Commercial Driver's License (CDL) and Washington State Traffic Control Card.

ENVIRONMENT:   Will work outdoors in all types of weather conditions, as well as indoors with office staff and the traveling public. Will be required to work in all areas in and around Seattle-Tacoma International Airport. Will be required to work during emergencies, at heights, in confined spaces and in areas with and around hazardous materials.

COMMENTS:   Hire date will be contingent on obtaining a Port of Seattle ID Badge. Operation is seven (7) days a week and twenty-four hours a day. Normal work schedule will vary. Must be able and willing to work any assigned shift. This position is posted as Airfield Crew and will be considered for full-time employment as Aviation Field Technician once the following criteria is met: Class A CDL applicant must pass a pre-employment drug test prior to being hired. Non-CDL applicant must obtain a Class A CDL and pass the pre-employment drug test within six (6) months of hire date. The Port shall provide the equipment and training necessary to obtain a Class A CDL. There will be a 2-year drug and alcohol reference check, pre-employment drug test and ongoing participation in a random drug and alcohol test program. Failure to obtain the Class A CDL or pass pre-employment drug test will result in immediate termination. Will be required to participate in the following training: hazardous material handling, fork lift operation, confined space training, respirator fit testing, as well as other required training. Will be required to join Laborers Union-Local 440 within seven (7) days of hire date. Must stay current on all union requirements. Must comply with all Aviation Maintenance work rules, shop safety requirements and personal protective equipment (PPE) requirements. Must report to work wearing ANSI approved steel-toed construction type footwear. Must pass a Transportation Security Administration background check. Will be fingerprinted for FBI background check.

PURPOSE:   This position functions as a member of a survey crew that performs technical work involving the various phases of surveying for design, construction, topographic, hydrographic, geospatial control points, and as-built surveys.

ESSENTIAL FUNCTIONS:   Assist survey crew in collecting and providing survey information for projects. Maintain and operate surveying field equipment. Record survey data and perform technical and mathematical computations. Utilize survey software programs with desktop, laptop and data collectors. Operate Global Positioning System (GPS) and process data.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Must have an understanding of the methods, materials, and equipment used in mapping and surveying. Must have an understanding of computers and the software used for survey functions as well as the ability to interpret plans and drawings. Posses knowledge of construction staking and topographic surveying. Must have the understanding of terrain contours and terrain modeling. Must have good verbal and written communication skills.

MINIMUM REQUIREMENTS:   High school diploma or GED. Minimum two years of related field experience and/or training. A valid Washington State driver's license, or the ability to obtain one, is required.

PREFERRED QUALIFICATIONS:   Knowledge of Leica survey instruments and Liscad software. Experience in topographic and construction surveys for airport expansion; including runways, catch basins, utility layouts, and grade levels.

ENVIRONMENT:   Will generally work outdoors in all types of inclement weather. Must be able to climb, stoop, crawl, and lift 50 pounds to shoulder height. Must be able to maneuver around construction sites. Will be exposed to high noise levels in jet and vehicle movement areas.

COMMENTS:   Normal work schedule is Monday through Friday, 7:00 a.m. to 3:30 p.m. Shift work and overtime will be required on an as needed basis. Must pass a Transportation Security Administration background check. Will be fingerprinted for a criminal history background check with the FBI.

PURPOSE:   To provide and oversee all construction management services that are essential to the completion of Small Works construction projects and to manage and lead a team of Construction Managers.

ESSENTIAL FUNCTIONS:   Ensure assigned Construction Managers are delivering projects. Communicate and collaborate with other Lead Construction Managers to ensure consistency and high performance across all Construction Managers. Mentor and ensure that Construction Managers adhere to and understand PCS and port policies including completing project definitions, planning and implementation. Negotiate issues and disputes between PCS Construction Manager and contractors/consultants and represented crafts. Meet regularly with airport and seaport Project Managers. Develop and define project scope, schedule and budget for all assigned projects including all phases of project definition, design, planning, bid/award, construction and closeout phases. Oversee all aspects of construction activity including oversight of contractors and subcontractors, quality control, safety compliance, managing project changes, budget and schedule. Manage contractors in accordance with PCS Small Works contracts and public works contracting requirements. Work with PCS field crews. Coordinate project issues with a variety of diverse stakeholders. Identify and solve problems associated with construction in an operating environment. Review plans and construction drawings for constructability and make recommendations for alternative means of construction when appropriate.
